Sometimes you just wonder if these people actually think through their proposals. It's only when the implications of registration of home education etc. are pointed out that they start to squirm away from the hard line stance they've undertaken.

I am very sorry to hear this Anon. I have recently heard of a family (not from my own LA) who have been threatened with a School Attendance Order despite the fact that the mother seems to be doing stirling work with her children. They are out and about all the time, see others, are not hidden, and despite some unusual needs, are clearly doing very well. Yet the pressure upon this poor mum who has very good reason to believe that a return to school would be disastrous for her son, is absolutely enormous.

This is what has been happpening to my son and I for the past two years. I elected to home educate and was refused by the LA, despite the fact I had previously home educated my son for years with no problems. There is indisputable prejudice and discrimination against parents of children with disabilities. On the plus side, my son is still being home educated and doing very well!

graham Stuart may have a good grasp of parental responsibility but he only one our own M>P who on that group D Hinds M>p was in favor of child staying on register at school for 20 days before you could home home educate.

I have to say that from the snippets of the Ed Select Committee that I saw on Wed, I was very cheered, as I felt that both Graham Stuart and Eliz Truss had a good grasp of the importance of parental responsibility and freedoms. I kept wondering if ET had read Douglas Carswell's new book, "The End of Politics and the Birth of iDemocracy" or something similar, which I assume means that increasing numbers of people are realising that they have power to determine their own lives...home educators leading the way!!

It's different from Badman in a number of ways (eg no requirement to interview child on his/her own) but it does envisage a controlling role for local authorities in the same way as Badman did.

With the odd exception, I haven't heard Welsh local authorities asking for "more powers" in the same way as many English LAs did, though.

So I think it's come from the Welsh Assembly Government - knowing virtually nothing - attempting to tidy up and simplify this area of the law.

This is of course an impossible task as anyone with any sense would have told WAG, so I have to think they didn't actually ask before they surprised everyone with this.

WAG has announced a shedload of prospective legislation recently, particularly in education. It seems keen to stir things up since devolution last year.

The Welsh law-making process is different from England, notably in making more use of draft Bills and pre-legislative scrutiny, while having no second chamber (it gets through the equivalent of the Commons and that's it.)

Of course, it would absolutely incorrect to say that a large swathe of HEors think LA monitoring is the right thing!
